The Entitlement for Disadvantaged 2 Year Olds

Lincolnshire County Council has made a commitment to continue to deliver the Entitlement for Disadvantaged 2 year olds during 2012/13.

In principle the Government has made a long term commitment to extend the free entitlement to all disadvantaged 2 year olds. There are approximately 6,700 two year olds living in Lincolnshire, the Entitlement for Disadvantaged 2 year olds will only offer free childcare to a very small number of these children. Only 360 places will be available in 2012/13.

Children will be offered a place based on very specific government criteria around individual family’s economic circumstances.

The aims of the Entitlement for Disadvantaged 2 year olds are:

  • To improve outcomes and narrow the gap in educational achievement between disadvantaged children and other children in the Local Authority.
  • To improve outcomes for parents, signposting them to services and supporting them as appropriate.
  • To increase the take-up of the free Early Years Entitlement for 3 and 4 year olds.
  • To build evidence on the impact of the offer to inform proposals for wider rollout in line with the Governments commitment to a universal offer of free early learning and childcare places for disadvantaged two year olds.

Evidence suggests that elements of ‘home learning support’ can bring strong benefits to children and their families. The entitlement will encourage parent/toddler time at home and actively support parents to devise appropriate activities that will support their child’s development.

Providers will be supported to signpost families to services such as health, training, counselling and employment to ensure all participating families know how to access the support they need to provide family stability and a positive environment for their child.

The Birth to Five Service has only signed up quality settings to deliver places to the most disadvantaged 2 year olds in order to deliver the best possible outcomes for these children.

There is a specific referral process being used to allocate places. There will not be an open application process for parents across the County. Please use the following referral form to complete a request for funding
